Across the Hudson Valley, a thriving network of educational institutions is actively supporting the burgeoning clean energy workforce. These facilities, ranging from targeted upskilling programs designed to enhance the skills of existing employees, to comprehensive educational pathways for new hires, are providing vital resources and training opportunities for individuals seeking to transition into this rapidly expanding sector. On May 15th 2025, The New York State Public Service Commission issued the Order Authorizing Low- to Moderate-Income and Non-Low- to Moderate-Income Energy Efficiency and Building Electrification Portfolios for 2026-2030, which outlines the continuation of NYSERDA’s responsibility for workforce development programming for clean energy and weatherization. As a result of this Order, On January 15th 2026, NYSERDA issued its EE-BE Workforce Development Implementation Plan outlining budgets and activities.
NYSERDA’s EE-BE directives center on acting as a workforce development partner to align training with contractor needs and create a pipeline of skilled trainees. The Strategic Framework prioritizes comprehensive efficiency projects and whole, building electrification, leveraging NYSERDA’s work alongside utility Program Administrator (PAs). Crucially, NYSERDA will collaborate with all stakeholders, including utility PAs and prioritizing Disadvantaged Communities, to ensure equitable access and participation in the clean energy transition.
